I suspect the birds are over conditioned(too fat). Most kienyeji chicken when over fed will stop laying and put much fat in their body. Kindly check on that as well as increasing photo period. Egg laying (oviposition) is triggered by the natural light. Those among others like age of the flock, weather, feed quality,stress could contribute to low production
